There are recent reports saying that the major plot for "Captain America 3" will have the same story as "Civil War" comic book. While the members of the "Avengers" might be affected by the Civil War, it might also play out the same way for "Guardian of the Galaxy 2."
According to Christian Today, Robert Downey Jr. was recently engaged in an interview by Variety and he hinted that he could be a part of "Captain America 3" as Iron Man is an essential part of the "Civil War" storyline. According to Robert, Iron Man and Captain America will be on opposing sides, with Tony Stark as the super hero act proposed by the government and Captain Rodgers disagreeing and refusing to follow it. Given that this could be the storyline that would be followed in the movie in "Captain America 3" it would be fitting to see the plot trickle down to the "Avengers: Age of Ultron" and the much rumored split movie, "The Avengers 3."
According to a report on Cinema Blend, the civil war could have something to do with "Guardians of the Galaxy 2." The guardians could be too busy protecting the galaxy to be involved with the Earth Business. The director of the film shared some information on the blockbuster movie. However, he did not mention any relation between the movie with "Captain America 3" or "The Avengers." He said, "I have a lot of ideas for stories and characters that are going to appear, and there are documents written up, that some people have, about Peter Quill's father and his relationship, a lot of stuff about Yondu, and a lot of stuff about Drax that nobody knows."
He went ahead to say, "I wrote up a lot. Kelvin Feige knows all the stuff, and if I died tomorrow, they could go make a movie. They could write the story of Peter Quill's father and it would all be there. I think Yondu is a very important character, a really important character in this universe, and I think Nebula is really important too and so I think we'll see more of both of those characters."
